歯止めをかける cripple

　タイの洪水問題に際し，日本企業がサプライチェーンを目的として日本企業のタイ人従業員に、日本国内での条件付き就労を認めると発表しました。JT online（10/28/11付）のThai flood-idled to work hereより英語表現を拾います。

　Several thousand Thai workers at Japanese firms operating in Thailand will be allowed to work in Japan, Chief Cabinet Secretary Osamu Fujimura said Friday, as companies shift their production in light of the impact of the massive floods in the Southeast Asian country.
　Fujimura told a news conference that Japan's special measures will remedy the supply chain disruptions caused by the floods, which have led to widespread crippling of industries.

　今回着目するのはcrippleです。crippleはcreepと同じ語源で，「這う」から派生し，「（人）の手足をきかなくさせる」や「歩けなくさせる」といった意味を持つ語として知られています。しかし今回の場合，人に用いられているわけではないので，少々意味が異なるようです。文脈からほぼ推測できますが，crippleにはもう１つ，to damage something badly so that it no longer works or is no longer effective（LDOCE）という意味もあります。訳をつけるとすれば「停止させる，歯止めをかける」といったところでしょうか。

また，cripplingという形容詞で「（被害・影響などが）莫大な，深刻な」という意味で使われます（『スーパーアンカー英和辞典』学研）。今回の使われ方は形容詞としてではなく動名詞として使われていますが，このことから，洪水による被害が大きく，深刻なものであったことが含意されていることが読み取れます。
