 The driver admitted to police he struck the pedestrians. He also said he had been driving all night long, with two other young men in the vehicle. The police also arrested the two passengers, both aged 18, on suspicion of abetting a violation of the Road Traffic Law.
 As there were no signs on the road that the driver had applied his brakes, police suspect he fell asleep at the wheel.
 The car hit the nine children--ranging from first-year to fifth-year students--and Matsumura on the 6.5-meter-wide road just before 8 a.m., according to the Kameoka Police Station of the Kyoto prefectural police.

ジーニアス英和辞典』(大修館書店)によれば,abetは「「<犯罪を>幇助する,<人を>教唆(扇動)して[・・・]を犯させる」とあります。したがって,「道路交通法違反の幇助の容疑で」と解釈できます。abetは,しばしばaid and abetの形で使われるようです。

 LDOCEにはto help someone do something wrong or illegalとあり,こちらの方がわかりやすく感じます。
 また,apply his brakeと「ブレーキをかける」というときには,applyを用いることも覚えておきたい表現のうちのひとつです。
