　東北地方太平洋沖地震が起きて以来，約1年が経とうとしています。震災の副次的作用により，福島の子供たちの遊び場が減ることによる子供たちの体力低下の危険性や住民たちの健康への気遣い等，依然として様々な問題が潜んでいるのは事実です。そんな苦しみについての記事がthe gardian（03/09/12付）に載せられています。

　今回は本記事のタイトルに着目します。plague（v）とfearについてみていきたいと思います。
　まず，plagueですが，これは動詞で使われています。plagueが動詞になると「悩ませる，困らせる」という意味です（『リーダーズ英和辞典』研究社）。LDOCEには，[usually passive] to cause pain, suffering, or trouble to someone, especially for a long period of timeとあり，とりわけ長期間にわたって悩ませるのだということがわかります。
　次に，fearです。本来は「恐れ」という意味ですが，「恐れ」という訳語はあまりしっくりきません。fearには自動詞で，「気遣う」という意味があります。『リーダーズ英和辞典』には，She feared for his health.「彼女は彼の健康を案じた」という例文があります。本文でもhealthと共起していることから，この自動詞用法が名詞に転じたと考えて，「健康への気遣い」と捉えていいでしょう。また，fearはOE（Old English）でsudden calamity，すなわち「突然の災難」を意味しました（『リーダーズ英和辞典』同上）。
　以上のことを考慮すると，突然の地震が原発を脅かしたために，健康への気遣いに長い間悩まされ続ける福島の住民たちといったことを伝えたいタイトルになっていると考えられます。
