pare 〜 to the bone

　日本においてマラリアという病気はあまり馴染みがないようにも感じますが，マラリア流行地に出かける日本人が年々増加している点，マラリア流行地から入国する外国人の数が多い点なども含めると全く関係ないものではないようです。そんなマラリアのリスクを半減させるワクチンが存在するそうです。以下は，the Gardian（10/18/11)より抜粋したものです。

　There are still questions over the price of the vaccine and whether donors will be willing to pay for it. Dr Regina Rabinovitch from the Bill and Melinda Gates Foundation declined to say if they would fund it, saying they would want to look at the final data on efficacy, duration and safety. "Would I prefer to see a 100% effective vaccine? Certainly," she said in response to questions at a press conference.
　Witty says he is exhorting everybody involved in the vaccine's production to pare their costs to the bone. "We are absolutely dedicated to making it as low as possible," he said.

　辞書には，cut [pare，trim] 〜 to the boneという形で載っており，「〜をぎりぎりまで切り詰める」とあります（『ルミナス英和辞典』研究社）。pareとは，to reduce the amount, number, or size of something as much as you can（LDOCE）なので，「極力」といったニュアンスが含まれる点が，cutとの違いです。また，to the boneで「体のしんまで，徹底的に，最小限度まで」（『ルミナス英和辞典』同上）を添えることで，本当に限界までコストを削減しようというニュアンスが込められていることが分かります。

　また，to the boneはcut以外の動詞と共起して，次のような使い方も可能です。

　e.g. He was chilled to the bone.（彼は骨の髄まで冷えきっていた）
　e.g. work one's fingers to the bone（骨身を惜しまず働く）

2つ目のwork one's finger to the boneのような表現は，知らないとなかなか出てこない表現だと思います。
